THE LOS ANGELES HOUSING DEPARTMENT

The Los Angeles Housing Department (LAHD) preserves, protects, and produces safe and affordable housing for all Angelenos. This includes a range of housing production, preservation, tenant protection, homelessness prevention, and homeless service-related functions. LAHD strives to solve unmet housing needs, and it balances services that regulate and assist both landlords and tenants in the rental housing market.

LAHD is also responsible for administering housing and homelessness policy, leading programs that produce and safeguard affordable rental housing. The department is guided by the belief that all Angelenos should have equitable access to housing and the opportunities a safe, stable home can deliver. LAHD is led by a General Manager and an Executive Officer, and is organized into the Executive Office, with two special programs within the Executive Office, and four (4) operating bureaus. The bureaus are each overseen by an Assistant General Manager (AGM), and include: the Housing Development Bureau (HDB), the Regulatory Code and Compliance Bureau (RCCB), the Homelessness Oversight Bureau (HOB), and the Administration Bureau. This AGM position will be responsible for managing and directing the operations of the new Homelessness Oversight Bureau. The AGMs work collaboratively with each other, as well as the Executive Officer and the General Manager, and may be called upon to act in the absence of the Executive Officer and the General Manager.

The City of Los Angeles is at a pivotal point in its history, currently being the most rent-burdened City in the country, with a record level of homelessness. However, with the recent success of City and County ballot initiatives, the taxpayers overwhelmingly approved unprecedented capital and supportive service resources to address the region’s homelessness and housing affordability crisis. LAHD’s responsibilities include strategically allocating resources to create affordable and permanent supportive housing, and administering the City’s homelessness response.

ABOUT THE OPPORTUNITY

The Los Angeles Housing Department (LAHD) is seeking a passionate, experienced, and innovative individual to serve as the Assistant General Manager for the Department's new Homelessness Oversight Bureau (HOB). This individual will be responsible for comprehensive oversight and day-to-day management of the City’s programs, operations, and investments in the homelessness system.

Under the direction of the General Manager, who reports to the Mayor’s Office, and the Executive Officer, the Assistant General Manager (AGM) of the Homelessness Oversight Bureau (HOB) is responsible for comprehensive oversight and day-to-day management of the City’s programs, operations, and investments in the homelessness system. The new leadership position will successfully manage a department bureau of 21 staff (with the potential to grow) that oversees and improves system-wide homelessness program contracts, operations, and implementation of the City's homelessness response, including street strategies, interim housing, rental assistance, and permanent housing solutions.

The AGM position requires a high level of knowledge and expertise in homelessness and housing issues, programs, and policies in the Los Angeles region, an ability to facilitate strategic regional collaboration with diverse system partners, and an understanding of administrative functions related to contracting, personnel, finance and accounting, procurement, and systems maintenance and development.

RESPONSIBILITIES

In addition, the AGM’s responsibilities include:

  • Manage a multi-million-dollar portfolio of various funding sources (federal, state and local) ensuring all interventions and program service delivery comply with all laws, contracts, MOUs, grants, settlements, program policies, and any other relevant requirements.
  • Serve as a policy and strategy advisor to the Department’s General Manager, City Council, the Mayor, and other relevant City partners regarding homelessness policies. Keep City partners apprised of: (1) the City’s allocation of homelessness resources, how resources are programmed, and impacts of investments; (2) implications of local, state, and federal policy, funding, and structural changes; (3) developments at the various regional homelessness policy tables; (4) recommended changes based on the Bureau’s analysis of system performance, challenges, and needs; (5) other, as needed. Collaborate with City and regional partners to help ensure the adoption of best practices throughout the region.
  • Manage the City’s relationship with the Los Angeles Homeless Services Authority (LAHSA), Los Angeles County, and other contractors, including providing active substantive and fiscal management of the City’s contracts, continuously working to ensure that City-funded homelessness response services achieve maximum outcomes in a fiscally responsible way.
  • Serve as LAHD’s representative to the City’s Homelessness Strategy Committee and serve as the City’s policy and technical representative in regional coordination bodies such as Housing Central Command, Coordinated Entry System (CES) Policy Council, Los Angeles Continuum of Care (CoC) Board, Executive Committee for Regional Homeless Alignment (ECRHA) Subcommittees, and other governing boards.

MINIMUM REQUIREMENTS

  • Education: Graduation from a recognized four-year college or university. A bachelor’s degree in public administration, law, or a related field is preferred.
  • Experience: 10-15 years of senior management experience working in complex organizations within government or a related sector. This experience should include strategic planning, risk management, budget management, team leadership, and stakeholder engagement.
  • Subject Matter Expertise in homelessness, homelessness prevention, and/or affordable housing development is highly desirable.

QUALIFICATIONS

It is desirable that the AGM has the following knowledges and abilities:

Knowledge of:

  • Principles and practices of public administration of a City government, including budget preparation and control, purchasing, and personnel management;
  • Los Angeles City Charter and Administrative Code provisions, ordinances, and regulations concerning homelessness issues;
  • State and federal laws, regulations, and codes related to homelessness;
  • Issues, problems, and programs related to homelessness;
  • Management and supervisory principles and practices including: planning, delegating, and controlling the work of subordinates;
  • Techniques of training, instructing, and evaluation of work performance;
  • Techniques for counseling, disciplining, and motivating personnel;
  • Supervisory responsibility for EEO; and
  • Organization of the City government, with particular reference to those departments and offices interested in or concerned with homelessness policies and problems.

Ability to:

  • Plan, organize, direct, and evaluate the work of a variety of staff and contractors engaged in the development, administration, and oversight of homelessness programs;
  • Measure the effectiveness of Departmental programs;
  • Identify relevant issues and develop reasonable responses and solutions;
  • Prepare and present oral and written reports and recommendations concisely, logically, and convincingly;
  • Represent the Department before City Council and its committees on issues relating to homelessness;
  • Establish and maintain a work environment to enhance both employee morale and productivity;
  • Apply sound supervisory principles and techniques;
  • Deal tactfully and effectively with public officials, employees, employee organizations, and the public.
